A MALVERN councillor is facing a second investigation by the standards watchdog, after allegations he has “bullied and intimidated” colleagues and staff and treated others with a lackof respect.

Town councillor Mike Charles has had an official complaint about his behaviour lodged by town clerk RichardChapman.

Mr Chapman’s complaintto Malvern Hills monitoring officer, John Williams, alleged Coun Charles “failed to treat others with respect, attempted to bully people and attempted to intimidate councillors and others involved withthe administration at the town council”.

Mr Williams is already investigating Coun Charles in relation to a separate complaint from Malvern Hills District Council officer Ivor Pumfrey, who claims Coun Charles “failed to treat him with respect by making false and unfounded allegations” against him during a public discussion on wheelie bins.

Coun Charles strongly denies any wrong doing on either count and could now face hearings in front of the standards committee to answer both charges.

In the latest complaint Mr Chapman highlighted six specific incidents, dating back to December 2011, detailing how he believed Coun Charles over-stepped the mark with his behaviour and comments towards others.

Mr Chapman said: “His confrontational approach, intimidating manner and false accusations cannot be disregarded anymore.”

Coun Charles said he believed Mr Chapman’s complaint to be an “unwarranted personal attack” and “completely out of order”.

“I am furious about it all. I have spent the last two weeks doing little else but ringing people for advice,”he said.

Mr Williams has asked Coun Charles to respond to the accusations by Monday and will then decide if they require formal investigation.
