DURING a recent complaint into alleged breaches of Malvern Hills District Council’s constitution by senior district councillors, the independent investigator (Stephen Hind) found that there are few if any elected members who know much of the detail of their constitution.
In an attempt to put this right, and encourage our elected members to actually read this important document, a motion was tabled by Councillor Julian Roskams (September 2). This motion was an amendment to a recommendation made by the executive committee, and which was an attempt to improve the awareness of council members.
The amendment required that all councillors will agree to familiarise themselves with the constitution and abide by it at all times
There was overwhelming support for this amendment, except for one notable senior member who abstained.
That member was the leader of the council, chairman of the executive committee and head of the Conservative group – none other than Councillor David S Hughes!
Come on, Councillor Hughes. Even you can’t be that blatantly obtuse.
