A CARE provider for autistic adults has been rated “inadequate” by Quality Care Commission (CQC).

One person told inspectors “I am talked through and not to” when asked about Options Malvern View.

Inspectors found that staff did not support residents in a way that helped them to have the maximum potential to live independently with choices and control over their own lives.

The service is a health and social care provider for autistic people and people with learning disabilities.

In the CQC’s summary it said that Options Malvern View aims to guarantee its residents “the choices, dignity, independence and good access to local communities that most people take for granted.”

Inspectors said: “Staff did not always do everything they could to avoid restraining people.

“The service did not always record when people were restrained, which meant that a review of the incident was not undertaken to assess how the need for restraint could be avoided or reduced.

“Staff were unable to learn from the review to improve their practice and people, were at risk of injury from inappropriate use of restraint or restrictive practices.

“People did not always have the support they needed to meet their needs and keep them safe.

“This increased the risks to people's health and wellbeing.

“Care was not always person-centred and people were not empowered to influence the care and support they received.

“The systems for reporting were not always open and transparent.

“For example, commissioners of care were not always notified how people's care and support was managed therefore had no oversight.”

At their previous inspection in October 2021, Options Malvern View was rated as “requires improvement” and CQC reported breaches in regulations.

A spokesperson from Options Malvern View said: "In response, an action plan addressing the issues highlighted in the report has been sent to CQC.

"The safety and wellbeing of those we care for is of paramount importance, and we are working with local authorities and families as we move forward."

CQC wrote to Options Malvern View and requested some information to be sent to them urgently, outlining what they were going to do to mitigate the risks identified and to keep people safe.
