The man has not yet been named by the police, who say the death was not suspicious.
The inquiry has been handed to the coroner's office.
A West Mercia Police spokesman confirmed on Monday that the body had been found in the toilets next to the pub.
They said: "Police were called to the High Street in Upton-upon-Severn shortly before 8am this morning (September 27) in relation to a concern for safety.
"Upon arrival officers sadly found a deceased man. The death has been referred to the coroner and is not being treated as suspicious."
Police forensic teams have been at the scene this morning before a private ambulance arrived and left shortly afterwards.
Tina Wells, from the Map Shop, said there had been a high police presence since the discovery.
"It's sad, really sad," she said.
A council team arrived at around 1pm when police began taking down the cordon.
