Lidl's open, what about the housing?

As part of the Lidl development (occupied before Christmas 2006) in Malvern Link, there were supposed to be provided several units of affordable accommodation.

Walking past on Saturday, I was surprised to see that these units are still not occupied, appearing to need further work for completion. Is there no longer an urgent need for affordable housing?
