REGARDING the recent article about the change of decision by the Highway Authority to allow access into Lower Howsell Road from the proposed development site there.

As local residents who have lived in Lower Howsell Road for nearly 40 years and having been party to previous applications, we are astonished that the decision to deny permission for this exit onto Lower Howsell Road has been overturned.

From written information that has been passed on to us by Ron Harris, who has been diligently working on the local residents' behalf, we would take exception to a number of facts stated in favour of this proposal.

1. As local residents, we believe that it would help all concerned if clear indication could be given as to what ‘robust’ assessment made by the applicant entailed: how the data was formulated and by whom. This would perhaps satisfy those of us who believe that safety issues have not been properly considered.

2. We think it quite naive to suggest that, because there have only been two unrelated incidents over the 36 month assessment, the situation will not worsen. On the contrary, there is a lot of evidence to suggest that it well might!

3. How on earth is it possible to predict that there will only be 46 vehicle movements leaving or arriving at the proposed site in the most intensive hour? Comparison models are not necessarily accurate.

4. We would like to ask whether anyone from the highways authority itself has done any extensive traffic survey along this part of Lower Howsell Road with evidence to substantiate their observations?

5. Is the highways department aware of the degree of congestion around the proposed junction when there is football played at weekends and what effect this will have, either to local residents own parking, footballers parking and also further reduction of visibility?

6. The proposed junction with Lower Howsell Road and the safety issues at the point of exit into Lower Howsell Road is what is under consideration, not how donations of money can be used to assist traffic flow elsewhere in the Link. It is in no way an appropriate consideration in assessing an application for entry to this site.
