I WOULD like to express concern that section 161 of the Highways Act is not being implemented within Malvern.
This Act was made to stop obstruction of the roads and the safety of children who should be under parental control but are not in some cases.
Footballs cause many issues to others, such as breaking plants off at cost to properties, damage to cars – more so if you have a new one parked which should be free from being smacked.
The law states that it is an offence to play or kick balls on the highway, but the police seem to turn a blind eye, which leads to things getting out of control, as many things have.
