AT a recent meeting of Malvern Hills District Council, the late Cllr Chris Cheeseman announced he was delighted that as a result of the introduction of wheelie bins, recycling rates had "leapt" from 32 to 36 per cent.
Leader David Hughes concurred in his pleasure.
Some people are easily pleased. £1.6m of our money has been spent to increase recycling rates by 4 per cent, to a level that is still well below the national average, and far short of the targets set by Defra.
