MALVERN Hills District Council’s overview and scrutiny committee (O&S) expressed serious concerns at a recommendation by the chief executive that a top priority should be “the joint procurement of waste collection and street cleaning with Wychavon and other councils”.
Councillors’ concerns centred on the fact that the council would lose democratic control of these key services and that the report included no details or figures.
As officers told councillors they could not change the report, O&S refused to agree the report, but noted it with a recommendation to the executive committee to request further detail, so an informed decision could be made.
Neither the officers nor the leader were happy with this decision.
At executive committee, Councillor Hughes recommended that the report be deferred until November, as members of O&S did “not understand the purpose of the report.”
Meanwhile a workshop would be run by senior officers for members.
So where does this leave the democratic process?
It will be interesting to see if, in November, all opposition to the officers'
recommendations has “magically” dissipated.
