A puzzling plan

THE Lawnside area development plan for Ledbury is a difficult puzzle.
Try fitting the pieces together! Cash-strapped Hereford Council need to offload their assets, Lawnside was removed from the conservation area by Hereford Council.
Sainsbury’s planning application was refused by Herefordshire Council, Lawnside area was recommended as a preferred site for a supermarket by Herefordshire Council.
The ambulance station planning permission was applied for and paid for by Herefordshire Council (is that common practice?).
The developer (a oneman band) had large-scale land surveys and utility surveys carried out from a list drawn up by Herefordshire Council also granting him permission to survey land and buildings they did not own?
Last week a pavement survey was carried out along Bye Street and Lawnside by Herefordshire Council.
Who’s backing this ludicrous idea? Is it Herefordshire Council?
If it waddles like a duck, if it quacks like a duck and it looks like a duck, you can bet your life it is a duck.
