Which bird is it?

A STUNNING sculpture but why do people keep calling it “buzzards”?

The birds in question do not look like buzzards (the wings are the wrong shape) and are not behaving like buzzards (are they fighting, feeding?) Would a qualified ornithologist like to comment?
