Traders set up parking petition in last-ditch bid

CONCERNED town centre traders face a race against time to drum up support against increased car parking charges.

The Great Malvern Association of Traders has launched a petition against Malvern Hills District Council’s decision to adopt new parking tariffs, which will see prices rise in short-stay car parks and fall in long-stay sites from Sunday, April 1.

They only have until the full council meeting of Tuesday, February 21, to gather signatures.

The decision was called before MHDC’s overview and scrutiny committee on Tuesday at the request of its co-chairman Tom Wells.

It has recommend the full council holds a review of the strategy after 12 weeks and involves traders in the process.

It also seeks to improve signage to all car parks at the same time charges are introduced and explore ways to work with the police to implement these parking restrictions. Chris Marks, of GMAT, said: “From our point of view it does not go far enough.

“We believe that by putting charges up you are taxing people who support traders in the town.

“Although they have the right intentions they are going about it the wrong way. We would urge any members of the public who supports us on this to come into any of the shops in the town and sign the petition.

“We don’t feel the message has got across how important this is to the traders.”

At the meeting the committee’s co-chairman Mike Morgan raised the idea of a pay on exit system.

This is something business owner and town councillor Adrian Ward feels could work. He said: “That way people pay for the time they spend in the car park.

“It would be nice for people to have that flexibility. I just have a feeling it’s all about raising money.” Coun Bronwen Behan, responsible for car parking at MHDC, saidthe situation would be monitored.

She said: “The strategy is trying to encourage people into Malvern, ease congestion, make more space in the car parks and encourage more turn over in the short stays.

“In my view that will go towards helping people to come into town.

“We will monitor it and it’s not something we will do and turn our back on it and say we are not bothered.

“If there’s a noticeable problem we would look at it.”

The changes mean parking in a short-stay car park for an hour will rise from 60p to 90p, two hours from £1.20 to £1.70 and a season ticket will rise from £15 to £30.

There will also be a new tariff for 30 minutes of 50p.

The great malvern association of traders (GMAT) are inviting the public to use the petition website 'change.org' to register their opposition to this. this site also allows you to comment alongside your signature, and these comments are all available for our councillors to see. If you agree that an increase in short stay parking charges only punishes our loyal regular customers, and does nothing to encourage new visitors, or discourage the abusers of our car-parks please visit change.org and search 'malvern' to find our petition, which also explains our case well.

we would welcome your thoughts on the matter

we would also like to clarify that the improvements to signage to go with the tariff increase is actually a suggestion put forward by GMAT, and not in fact a part of the councils parking strategy at this stage. they did not intend to implement signage improvements, until much later in their 5 year plan.

Every time we or I visit Malvern, we stand in Church Street, and watch with wonder at persons parking in small area just so they do not have to use their legs to traverse any further than a **** stride from their vehicle.
We find that the long stay car park in Priory Road to be more advantageous and give us some exercise walking up through the park pulling our shopping trolley. We carry our top coats and umbrella just in case the weather becomes unkind to us. I fully agree with Quote “District councillor Bronwen Behan, whose remit includes car parking, said: “This council is determined to reduce problems of congestion and improve the availability of parking spaces”

I would Suggest, that any on street parking was only allowed. If three vehicles plus a footway could be placed side by side. EG. Footpath. Vehicle (Van or Bus) plus Vehicle (Delivery Van or Bus) plus any parked vehicle, then a walkway. I look forward to the new charges being brought in. Yet I do not find the current prices exorbitant.

Oh and before we have an outcry from those with some disability, I would expect any reasonable Council to create some disable person parking bays in close proximity to the shops.

Another way of funneling visitors and residents into the big supermarkets and away from the town centre shops - at least MHDC policy is consistent.
