MALVERN Town council is set to carry out a survey of open land off Greenfields Road, Malvern Link, to find out how local people use it.
When the council wanted to turn the land into a new allotment site, there was strong opposition from local residents who want it keep it as open recreation ground.
A planning application from the town council for the change of use was rejected by Malvern Hills District Council, a decision upheld at a subsequent appeal.
Now the town council is debating whether to submit a new planning application, but for 23 allotments rather than the 48 demanded before.
The town council has a statutory duty to provide allotments, and has a waiting list of 48 would-be allotment holders. Exiting allotment land at Madresfield Road will be lost within a few years as the cemetery expands.
On Tuesday, the council's operations committee is being asked to decide whether to go ahead with the survey.
